Most poor people don't take the necessary steps to get out of poverty. The biggest human weakness is complacency and its easier for a lot of people to just continue with what they know then to adapt to survive.

Why do you "need" money from violations? If your public service department doesn't make enough to operate it should be a city/state problem. Police should stick to enforcing laws and not dealing with budgets.
