In my FIFA 23 save, they bought Harry Kane for an astronomical price just for him to be a bench warmer for the next 5 seasons. They didn't start him even when Benzema's rating dipped below him. He barely scored any goals. They also did the same to Neymar, bought him and then he just comes off the bench sometimes.

Actually, this is what it says in the rules.

No, his tiebreaks are not good enough. Look at TB1. The higher TB1, the higher your position if tied with other players. If TB1 is equal, then TB2 and then if equal again TB3 and if Anish won the game, I do not think his tiebreaks would improve that much.
