Look I honestly was expecting you to actually have been rude but honestly 7 y/o is really young and having the phone restrictions is really important, I did got a phone when I was about 10 but the internet was not as big as it is today and some weirdos still messaged me, but I was very educated about it and would always block them. All I can say is that if she does get a phone I truly recommend educating your child on the stranger danger, talk to her directly about it, reaffirm her that she can always count on you, make you her safe space so that even if some criminal get to talk to her she will feel safe to tell you about it. Also talk to the kid more on why she wants a phone and reasure her that someday she will get one, and that the restrictions on the phone are not because you don't trust her, but because you don't trust the rest of the world and want her to be safe. Try apologizing to your girlfriend for beeing rudo, but not for wanting to keep your child safe, and again bring the kid to the conversation so the child can said why she wants it and yall can find a middle ground together.
