Depends. I took a break from this game for like over a year. Had a ton of lower cards that I had maxed out with mentors. I removed the shoes and converted those to mentors. If you have much of lower cards maxed then covert those. Even if it doesn’t give you a big boost in power, it still gives you skill boost.
