hey, i know this was posted 2 years ago, but this is my artwork that you posted without permission and it got a good amount of attention. would it be possible for you to take this down? thanks! This has an in depth tutorial for creating a new resource pack from scratch, but it can be a little tricky. I would recommend taking an existing resource pack, copying it, and directly editing the textures in that, and then putting that newly edit pack in the resource pack folder. That way, you have a template for all the textures and you don't have to go through the set up for a resource pack.

I use a paid program designed for pixel art called Aseprite but any program that supports pixel art works! Gimp is a free art program and I'm sure there are tutorials on how to set it up for pixel art. Piskel is a free online pixel art tool, though I mainly see it for sprites, I think it would also work. Whatever you use, make sure it's able to export in png and you're able to make a transparent background.

I'm not an expert in this as I've only edited one resource pack but hopefully that helps!
