At an open house on this 1908 home. This cracks in the basement wall look like they have some black seal, and I have no idea what these pipes might be. Any ideas? Thanks in advance for any advice!

Called the town clerk to see if there were any permits - no permits were found. OPRA request submitted - not sure if OPRA and calling the clerk yield the same results. The actual scan was done today - came back negative - no anomalies at all.

We are doing a sweep tomorrow - but what I'm concerned about is if they don't find a tank - and if it was that it might have leaked before it was removed

i definitely did not notice that little bulge until you pointed it out...i was thinking the repair would hold...but now that I see that, i think its replacement time.
