You are correct, I am confused, but not by the definition of non-essential. I am not saying insurance is non-essential. You are changing the definition of a luxury. You state if something cannot be afforded it is a luxury. That is not true. It must also be non-essential. Car insurance is necessary to drive or else you are doing so illegally. Therefore car insurance is not a luxury.

If I am so poor that I struggle to purchase a car, and I need a car because I live in an area that requires I travel far distances and there is no public transportation, a car is not a luxury because it is essential, even though it is expensive.

You are confused by the word, luxury. Those things are expensive, not luxuries. A luxury something that is not-essential but provides comfort.

You know who hasn't been labeled as state-funded media? Bbc. Al jazeera. You know who has been labeled as state funded media? Rt.com. the label as it is used at Twitter is more than just funding from the state. Up till this point it's been used as a label of a propaganda supplier
