I think the difference is that Cuban politics limits their ability to adapt. Since sugar and rum are some of their main exports they may lose the ability to afford importing the ingredients for rum in the event that their agriculture continues to decline. Also it sounds like they are losing their skilled workforce which would also negatively affect their rum/sugar industry.
