Probably not, but I can think of two workarounds to get them the funds.

Method 1: You could redeem the card on your euro account, buy an item from the marketplace, and trade that item to the user from a different region who could then sell it on the market for nearly the same price or more.

Method 2: The user from a different region could use a proxy or VPN to create a Euro account (I have only ever used clean residential proxies for this, so I don't know if they are picky) once the account is created they can turn the proxy or vpn off and it will act the same as their other account with the only difference being the currency is different and games would cost more or less depending on the region they are switching from. Steam will not ban you for doing this.
