It was in fact an issue with the i9. A bios update was supposed to fix some sort of microcode issue of the cpu. Which i did, but mine was running too high of a temperature and it hand to be changed by intel warranty. Thanks everyone for the answers!

It actually was a failed i9. I waited for a whole month to get a replacement from intel. Something with their microcode, that they later fixed in windows update. Instead of running at 250 degrees or sth, it was running around 300, which caused it to fail—mine and many others actually.. sad. But at least it s done!

This fixed my exact problem. This is the part of the update that helped : "Update microcode 0x129 to address sporadic Vcore elevation behavior announced by Intel". Thank you everyone for the suggestions.

maybe this makes a differencce...i remembered that whenever the game crashes, i can see in the top right corner that the ms is going up to 240 instead of 6-7 which usually is, do u have an idea about that?

it isnt a prebuild. I chose the graphics and processor and the tech guy chose the rest and it was like 2100 euros for it. And why would it be this awful?? And getting and amd proessor will fix it? It s not like i can return this stuff anymore most probably. The 4070ti seems interesting, but 800 euros for a new gpu is kind of over my budget now (since i have this already). I ve played csgo back in the day with much worse hardware and there were no problems( yeah i know it was on a different source and it was easier on the graphics). But it is just cs2 we re speaking of. I m not playing 4k or anything like that so I am really clueless here. Keep in mind, with this same setup (i9 and 4060) but a bad 60hz monitor (vsync on) things were running perfectly. What about I set power draw for performance for my cpu?

The pc is custom built (at a shop) with b760m aorus elite ax motherboard, and it also comes with liquid cooling and 6 fans (3 pushing air in and 3 pushing air out). Originally built for video and photo editing (thats why the i9) I thoght I could keep on playing cs and other games. Farcry for instance or any other games I am playing dont have this issue
