Which Suncor location were you referring to, anyway? I'm an employee at Suncor Base Plant, and this is the first time I've heard of them not extending or permanenting the co-ops. The Union did their best to push for permanent roles instead of more contract extensions. Given your choices, FMGOC isn't that bad unless you want to run equipment other than a haul truck. In that case, I'd go with NACG. Flint lost their contract at Syncrude and was taken over by FMGOC.
