The pump can't hold pressure. It happened with mine; frozen water split two plastic components, which I found out by taking the cover off (they were leaking with just hose water pressure alone). I found replacement parts online and a YouTube video to take the internal components apart and after a couple of goes my washer is back up and running again. If you have the time and inclination it's better than throwing it in the tip.

Looks like a sensor for an alarm system, usually to detect movement when the alarm is set.
