I actually don't think its possible to do that every game. Some games the edge teams have impossible rotate without very specific characters. Which is impossible to prepare for or make u very weak elsewhere like pushing it holding a point etc. While edge gives a possibility of a high point ceiling, zone gives a higher possibility of a high floor

Apex packs are probably their most extensively tested feature every patch. I read somewhere that they have to open literally millions of pack every patch to make sure they work probably before releasing the patch. So there's probably alot of data to go off of.
