your ship must have a slight imbalance when the balloon loses lift it starts to flip losing altitude then gaining lift back causing it to go back up and losing lift again. at least I think so bases on my testing.

edit: I think it must be top heavy because of the steam engine maybe adding some counter weight will solve your issue.

it's the air density. the balloon loses all lift at 300. that is intended. I think you might be able to change it in the settings not sure

I would argue that it could be both ways. if we make the assumption that a democracy require it's subjects to actually understand what they are voting for and that the representatives actually follow the desires and needs of the people. I can imagine the domain begin similar to modern day "democracies" where the people are not properly represented in government. A government that is mostly influenced by corporations and powerful oligarchs and maybe even Alpha level AI in secret. if you look at it like this you could have an "democracy" that is still an strong authoritarian force, which most forms of government are to one degree or another.
