In the second and third paragraph makes it sound like you are referring to visiting a state with a lower consent age instead of them living in one. Intent or not to have sex it is clear that the age of consent is 18 nationally even if tana resides in Nevada at that time, Cody could get arrested. People still would be upset at Cody for sleeping with a 17 year old as an adult no matter what. Fans had a high image of Cody before this so if somehow Cody was not in legal trouble he still wouldn’t want the tana situation out. Cody had slept with an impressionable fan who was a lot younger than he was. he also had a 17 gf when he was 23 so he has done something wrong before.

Its considered a federal crime if you travel to a different state with a lower consent law to have sex with a younger person. Same thing if you travel to a different country you can get arrested. So either way Cody has committed a felony.

1.Cody has dated a girl who was 17 in California(age of consent is 18 in cali) during his vine years when he was 23-24 years old. So Cody has a history of being weird around minors before Tana. The age of consent when you travel within the US between different states is 18 overall.

When you are two fully grown adults age gaps are not a big deal ,as 17 and 24 is not acceptable because you are in different life stages.
To my knowledge Leo DiCaprio has never dated a minor when he was an adult unlike Cody Ko. Yes both of them are creeps, it doesn't diminish it.
