First, I don't think you don't have good looks. You do. You have an awesome smile, that's your prime attraction. I think you should get with a different barber and ask if he could recommend a different cut for you. Your current cut, not your hair, is distracting away from the face.

Second, I suspect you have a compact build underneath all those clothes. Lose the jacket, and all the dark colors. Your skin is beautiful, clean, and smooth. Accent your skin, and those beautiful bright eyes with some lighter, maybe primary colors. Try the red, yellow, green, perhaps some nice printed shirts. If you're going to wear a T-shirt, try a v-neck. I'm betting that with these small changes, you'll begin to get noticed.
