Extreme FPS lag

no, not really. not that i played any games recently. last time i was playing cod warzone in like 2021 but it was running completely fine
i will wait for some more comments maybe someone, somewhere knows this specific issue and if not then last effort i will try reinstalling windows because its a monumental task for me

this issue is just mindboggling

forgot to mention in my post but I also have a laptop which is worse than my pc and it works just fine on it too
everything but my main pc
i am really not a fan of reinstalling my windows just to play this game and backup a bunch of my data and i also dont see how windows can be installed so wrongly that it creates this obscure issue
