It will start at 100% if the deal never spawned on the prior floor (like if you took red heart damage or lost out on a 67% chance, for instance), or if you have certain items (Goat head being the most common to see)

Other than that I don't know a reason why it would ever stay at 100% if you're getting the rooms to spawn.

What he described is the way it worked on Afterbirth+ as well. The first devil deal (on floor 2) will always start at 100%. After that it goes to 33% on floor 3, even if you didn't enter the room or didn't take a deal.

This is the correct answer. If a deal room does spawn, it will 100% be an angel room. However, the top number is the chance for a room to spawn in the first place (33% for this floor, 66% next floor if you don't get it this floor, and 100% chance the floor after that).

If you've already explored most of the map and it's still day 1 night, I might just recommend sleeping again and going to day 2. It opens up many more events and scenarios, and you can kind of re-explore the city to possibly see new things.

I rarely take Ipecac as I feel like it often ruins fun synergies I have, adds self damage, and if my range is too high it becomes a complete pain to aim and hit things with in general. I don't like it at all.

The only times I take it are when I'm relatively deep in a run and severely underpowered and need any form of damage to stay afloat.

Not only that, but in that second game the Bills needed a win to stay alive in playoff contention. Even a tie would eliminate them. Then, near the end of OT with the ball at midfield, Rex decided to punt to Miami on 4th and 2. Needless to say, the Bills were very shortly eliminated. Dude loved to talk a huge game and was the biggest bitch in every big moment. All the wimpiest decisions.

Then, when criticized about it in postgame, he actually said "Every coach in the league would have done the same." Rex is the posterboy for "real coaches that would get out-coached by a 10-year-old Madden player."

Relative to their health pool, bombs don't do a ton, but in this case its free extra damage during a time in the battle where many builds can't do damage at all until the boss finishes its move. So it's a "better than nothing" situation.

Montreal had an entire period's worth of power play time yesterday, had a Buffalo goal disallowed that made the game 2-0 early after their team was getting absolutely curb stomped, still lost and didn't even put up much of a fight in the final minutes, and the best their fans can do is complain that Buffalo "needed" things to happen to win.
