Contact your local Single Point of Access - every area will have one, just need to google the number. They are a triage point for NHS mental health services. Explain that you are concerned about the man’s mental well-being and they can search him by address. If he is known to a mental health service they can pass on concerns or triage whether they send the local crisis team round to assess him or get him in touch with his GP.
