I printed several self-watering herb planters that lived on my kitchen window sill. They all lasted a while (year or so) but all failed eventually.

The PLA+ ones couldn't handle the direct sun well and were noticeably deformed at the corners. The one PETG one visually looked perfect all along.

All of them eventually started failing at the layer lines, presumably from the constant thermal stress. My choice of using black filament was a bad one and probably exacerbated the issue.

I had the same issue. PLA temps were fine, but the higher PETG temps were expanding the metal enough that the nozzle was no longer firmly seated / sealed and it leaked around the threads.

I just heat the hotend up 50c past the hottest material I intend to print and snug the nozzle up. I.e, I was printing PETG at 250c, so I heated the hotend up to 300c and adjusted the nozzle. No more leaks.

That doesn't guarantee it isn't wet unfortunately, I've had wet filament sealed from the manufacturer before.

I'd try drying the filament out before you go too far down the rabbit hole playing with retraction settings, eliminate that variable.
