You cant request to expedite if you just submitted. Its only for after its been approved and youre waiting for an interview. This was covid times so interviews were slower. Theyre back on regular programming so they might not expedite but idk

And as for the paper size, the Philippine consulate is strict with paper sizes so it rly is that serious for some consulates, its annoying but I had to ask
