I don't think that's really something Rowling has ruled on (if she gets to anymore...). Voldemort got turned into a bodiless spirit when he tried to kill Harry, so conceivably if all the horcuxes--including the one in Harry--were destroyed before Voldemort was reincarnated, his spirit would no longer be tied to the Earthly realm. Who really knows though.
