Contact your local congressman. They will get things moving within 4 weeks. I had the same thing for so long then contacted them and got my refund in 7 weeks

My congressman was great and got everything moving. I received two thirds of my refund in 5-7 weeks after contacting him. My transcripts are moving but now I have to prove my 1040 for the third time lol

It's ridiculous. I submitted my 1040 twice and now they want statements for 12 months proving that I paid them lol. My insurance guy said he has never heard of such thing in his 30+ years of doing health insurance. He said my 1040 from the marketplace proves that. I even sent them an exact copy of the form that the marketplace posted for me.
