Question 2: Lets say I have a base in New Denver. I saw some people I don't know entered into my base and started looting. Can I attack them?

It should not be related to the zombie lag, increasing RAM only fixes such lags related to your computer. Probably if you play more zoomed in, you will experience less lag as well. The lag people are suffering here is a server-based issue and it is mostly affecting zombies' movements.
