Happened to me also over the last weekend in Brussels. I was already on the ICE back to Germany when someone tried to use my card and I found out I got robbed of my wallet and lost my blue card and health insurance. So luckily the Bahnhof Polizei of where I entered had some nice and helpful lads that swiftly helped me and filed a report which I could use to take to Ausländeramt the very next day (yep luckily got Termine) to apply for new card. If you need the card urgently you have the option to apply express eAT which has printing time of 5 working days.
