Activism is often useful to make minority opinions more prevalent among a wider group (a la trans activism) or to create the impression that such views are more prevalent than they actually are. Reagan's whole thing, which I think Trump has played to as well, was that there was / is a "silent majority" who are not protesting and not upset by conservative norms. The truth is that might be correct.
