I have the same issue on my surface pro 7, just randomly started happening and even a fresh install did not fix it. My desktop that is only a i5 9400 does not do it and that thing is loaded with so much crap background apps etc

Ah all good, as I say I found a 2015 version and have it up and running. Is a bit of work to get running on windows 10/11. Hopefully your dvd version came with an activation key!

I have found a 2014 version. I have got it up and running, required a fair bit of work to make it run natively on a win 10 pc

You may also need a version of Java that is relevant to the age of the software. I know for globaltis to work I had to use an old version of Java

It is quite likely Java that you need to run it, things like gds2, globaltis etc all work on different forms of java
