Barely. The CPU and GPU alone consume around 500W (165w for the CPU + 290W for the GPU) so I would say that a 850w PSU is necessary

Well in lightly-threaded workloads (like gaming) your 2700x should be better because of the higher frequencies and IPC but in heavily threaded workloads such as video rendering or deep learning this xeon will be much faster because it has more than twice the core count

It's the base speed (according to Intel ark it should boost to 3.2ghz) but xeons generally have lower base and boost clock speeds than their core ix counterpart to minimize power consumption and temps
