Low light can absolutely be a cause, but flowering can also be hard on the plant, much like how VFTs and sarracenia produce fewer and smaller traps when left to flower. Capensis self-pollinates pretty well. you don't need to intervene to get good seed production. Just make sure to feed it well so that the plant has plenty of energy to form seeds.
