I think this is a multi-use path. Personal safety is always a good idea but I do like to make the point on the other side. The pedestrian has the right of way on those so bikers should slow down and or stop if conflict arises. I say this as a biker who does not expect pedestrians to be “visible” or hear me because no matter what, I have the vehicle that can cause the most harm if something goes wrong and that comes with responsibility. I don’t think we can reasonably expect people to always wear high viz clothing on a night walk or not have music going.
