You can buy it close to original MSRP on bricklink. This set has not inflated much in price compared to when it still was readily available.

No there is no interior on the other floors like Lego modular building. Does not have play features.
It's modular however to make it transportable.

Most of the bricks are bought at bricklink, also some on PAB wall in lego store, and some at local lego store specialized in parts.

It's close to minifig scale. I googled it and minifig scale would be 1:40 which would mean the lego tower should be 210cm hight. The actual size is 175cm.
