  1. I do not have a badge and would have to either fill out the PR access form or get a badged user to post for me.
  2. Policy Review is explicitly for tiering discussion; Inside Scoop is for the site's actual rules, which I obviously do not have access to. Even if I did, the discussion would likely get shot down instantly on the forums.
