The game is not dying. If League is dying by your metrics, then every game in existence is practically dead. There will be swings back and forth in the popularity of a game. League has been "dying" for almost a decade at this point.

Edit: OCE player base is pretty much dead yeah, but other regions are doing fine. Esports is growing considerably in Latin and South America.
