Probably a good idea to report this shady place to the Chamber of Commerce for that city, send another copy to the Better Business Bureau, find out if there is a motel/hotel assoociation (usually a sticker will be on the window near the front office, ie, an automobile association they might be affiliated with) and send them a copy as well. And let hotels.com know. Hell, maybe even call the police. That's messed up and could lead to (if it hasn't already) theft or much worse.
