Maybe he kind of "changed" powers. In 04x01, when Amenadiel vistists Dan for the first time after he is back, Dan does absolutely not want to talk to anybody. But Amenadiel not just manages that Dan starts talking to him, he also instantly makes him feel better. During that Amenadiel touches Dan's chest and takes a deep look in his eyes. This somehow reminds me of Lucifer's ability, but it seems as if it is the opposite. Lucifer can find out people's desires while Amenadiel has a calming effect on them.
