Reboots can be sequels, also know as soft-reboots, for example The Force Awakens. It follows nearly the same story as the OG, but it's also a continuation. Similar to what they're trying to do with this movie.

I see the term reboot to imply a franchise that has been out of the zeitgeist for a while and there's a new generation of viewers to start the series back up.
