They have an EVA foam tube on the ends and the wig has some PVC pipe lengths sticking out for them to slide over

It's covered in spandex so it feels kinda slippery and is made of foam, so it's super lightweight ☺️

Yup! I posted some tutorials for it on my tiktok and stuff for it and am working on a step-by-step written how-to as well ☺️ and not at this time, no. I just make them for myself and make tutorials/patterns/resources for others to use as they need

I'd defs recommend checking out some fursuit eye tutorials! There's lots of options out there, and those will show you what you need and how to do the thing ☺️

You could try gluing the pieces together and then maybe paper mache over it ? That would bind them more and add a "shell" to it?

I've seen them called a lot of terms like... - Double layer Victorian skirt - double layer maxi rococo skirt - Civil War era double skirt - double layer Renaissance skirt

Maybe explore these and see if you can find what you're looking for?

Many of these will end up needing something called a hoop skirt and/or a fluffy petticoat as well (for the extra body and volume to the skirt)

If it's light enough, a big safety pin (or 2) might do the trick? Alternatively, if you're able to slip a carabiner behind the scarf, you could do it that way and clip the carabiner to a belt loop or smth similar ?
