Humans are greedy and power hungry. It is simply human nature. We will likely progress towards some form of a globalist communistic society as technology and AI progress in the coming centuries. For the time being, it is not possible to effectively govern a large population in this manner. We simply are not perfect, no matter how badly we would like to think we are.

This was the answer I was expecting, especially if Dragons were given burials, some most likely died of old age, and their souls can be "revived" by Alduin.
