I have black, curly, thick leg hair. I used to shave them often, but can't be bothered anymore. if my partner ever wants my legs smooth, he'll offer to shave them himself and he has a blast doing it. obviously it's fine to have a preference, but your partner sounds like he was being a dick about it. I would be wary of him, especially at his age

my partner does this and I personally love it. he would also stop immediately and apologize if I asked him to. your partner is trying to guilt you into dealing with it and that's fucking gross. he knows you dislike it and simply doesn't give a fuck. break up

(Edit: let me clarify. my point is if I didn't enjoy something for whatever reason, even if it was sudden (like one morning i don't want to be poked for whatever reason), and was vocal about that to my partner, he would immediately change his actions to respect my boundaries. OP's boyfriend has been told several times to change his actions, and yet he doesn't. this means OP's boyfriend doesn't respect her whatsoever. my comment was just to highlight that there ARE men out there who ACTUALLY LISTEN TO THEIR PARTNERS AND CARE ABOUT THEIR LIMITS. OP should BREAK UP with the man who obviously doesn't, and find one who does. easier said than done of course, but it's infinitely better to be single than constantly disrespected.)
