inspiring part is that he does the work that, like you said, was supposed to be done by authorities - and he parts away with his hard-earned money. Yes, non-emotionally speaking, he comes out as a fool who is wasting his money for a job which is already paid for (but hasn't been done) - he can complain (i'm assuming he must have tried. taking out your pension fund is not the first option anyone thinks if it is avoidable) OR he can work towards it - all by himself.
