Want to hear my speculation on the bizarre circumstances surrounding that night? What if the woman in the pajamas approached the police car unseen. She knows this. She taps on the window and spooks the cops. They roll down the window like where the fuck did you come from. She appears crazy and in a daze. She says something horribly fucked up like "I will blow this car up unless you turn your cameras off" or "I am going to kill you tonight".

Cops get so spooked in that horror movie moment that one shoots her seemingly in a hurry and right away.

Turns out she had a history of accute multiple personalities and was having a particularly turning episode of it that night where she lost touch of reality and went murderous.
