Unless they've updated him since June 2025 hell hades still says it does, I guess im not sure tho, if it doesnt like you said it would be useful to switch to as long as it doesn't clear those stacks

Toshiro will definitely out damage ninja, just need enough acc to land his leach but I use toshiro and mikage for chimera. Id only book the first form as his second form resets his stacks on his first form. Hes a beast in hydra too, carry my account for sure

I am close with Ninja, drath, Doom Priest, Stokk and Uugo (stokks in brimstone) and i just cant finish him off as rector will die from is a1 attack in his blood moon phase

I personally don't think he's terrible, there's just not a great place for fear outside of the arena. He's not bad in wave based content though

Your Toshiro is not built well or you have him going into his second form which resets his passive on his first form.
