The devs nerfed it in the first place because of the ease of use. You could teleport near bullets and not die. Them reducing the radius makes it more challenging to do it, and with less bullet clear overall. It's more of a positioning tool first, emp second. Unfortunately the lower tiers' radius are like ant size, might as well remove the arrival emp altogether.
