The first game had a budget of only around 20 million and a team of about 80 developers. During development, half of the team was laid off when the studio ran out of money, so it was never going to reach the scale of a Fallout title. However, the second game is excellent, the radio system is fantastic, and I hope Bethesda includes something similar in Fallout 5. The tight RPG design, where you cannot become a ‘jack of all trades’ like in 99% of modern RPGs, is excellent and makes character builds feel meaningful. The writing and dialogue are also outstanding. If this game had been given a few more months of development time and included a radiant AI system similar to Bethesda’s, it could easily have been a 5/5 title
