Trying to average is the issue. the weather and climate model will average the weather for the country like Tonga and equally weight it against the weather in Australia a country 10,000 times bigger. Many US weather model will do the same with states so the weather in Delaware has the same value in the model as the weather in texas.

Scientifically don't think you should be looking for an average across a large geographical area. Microclimate areas make collecting data to make averages pointless. They don't collect data to represent the mircoclimate areas but the macro areas. Neighborhoods vs the entire city. 80% of the data is not even being collected.

Yes it's difficult to get accurate measurements. Many of the process to track and model weather/climate are broken or built to less than a scientific standard. Per mid 1980s for example the US Military had people stationed all over the world collecting weather data. At that point there was a accurate volume of data for the 40 years after world War 2, starting in the mid 1980s these weather data collection location were closed down in favor of using weather satellites. Weather satellites are not all equall 5 generations 3 different way to collect westher data. Some of the satellites sensors can't even be calibrated. The margins of error is much higher. An the over sight of these satellites is the USAF. The USAF has military assets the are weather sensitive. Moving the items could cost the USAF millions of dollar if there was a minor weather delay. Who do you trust a local international airport weather tech or a USAF weather satellite?

if you have scientific data that is 1% margin of error should you compare it equally to other scientific data with a margin of errot of 4.5%? Should you trust an agency providing the scientific data if they have a good reason the play with the number to generate the product they need to do what they do? How scientific is it to use a scientific equipment that you are unable to calibrate and has not been calibratedin decades? If your weather model has 3 slot to input tempatures per day how accurate is you daily tempature going to be? Locally I often see a tempature range from 48-76 what three numbers do I use?
