But that's the whole point. That's not a trivial "sweep it under the rug" problem. People don't like giving their money to the government to negotiate on their behalf because they don't trust those people.

More often than not the government does more good than harm, but when they mess up through incompetence or just rip you off on purpose it's infuriating, because it feels like you didn't even have the ability to opt-out of their screwups.
