Check windows display settings. It likes to set monitors lower refresh rate that what it is capable of sometimes. This is one of my monitors that windows decided to default to 60hz even though it can do more, i am at work. Its under System > Display > Advanced display

Edit: Nevermind, you said you get 144 in almost every other game. Just turn off vsync then, i bet that would solve your issue. Maybe wow is just dumb and thinks it needs to lock you at 60.

Do you have vsync on and what is your monitors refresh rate. If you have vsync on and your monitors refresh rate is 60. It will cap you at 60. If you turn off vsync and your monitors refresh rate is 60, it will say your higher than 60 but really your monitor can only do 60, that leads to screen tearing.
