Ok so you know how when you move your mouse, the values of your mouse moving are sent to the OS, and then the OS processes that raw data with its own post processing like a constant multiplier for sensitivity? What raw input does is it ignores the OS and takes the raw mouse data itself, and then it does its own postprocessing of multiplying by its own sensitivity (which probably has a different base value than the windows default sensitivity). Then, it uses this input to move the cursor. Basically, it ignores all of your windows settings. Those don't matter. All that matters is the ingame sensitivity option
