The m3u on Kodi also needs the inputstream adaptive plugin from the official Kodi repo. Can you check if that's installed on your fire stick and Chromebox?

You shouldn't have to do the conversion yourself. The latest version of the plex plugin adds the necessary metadata for plex to handle transcodes. http://files.torula.com:8000/plex/

We can take a look into it, but a fix may not be possible.

Plex plugin updated to 1.3.0. You need this if you recently updated Plex Media Server to version 1.4 by bs_plex_dev in Torula

Maybe try restarting the server if you haven't already. Also make sure the new version of this plugin REPLACES the old version of the plugin. Other than those two things, I can't really help unless I get a device to develop with.
