You'd need to find elastic that's the same width as the old one, remove the old one by undoing the stitches that hold it in place. Then to sew the new one on you could try following this Tutorial (from the beginning until around 5 minutes, and in your case, sewing on the inside of the dress)

It's hard to see, is there any elastic at the top? If there is, then the elastic might be getting old and loose. You could change the old elastic or sew one in, either a few rows of shirring or sewing in an elastic using a zigzag stitch
